This chapter discusses the need for unions to take explicit leadership in in the restructuring process of the “high road”- a road of new technologies, work systems, and skills, and to bargain over the resulting gains. The authors assert that labor-led sectoral training and employment projects are just one type of initiative that can help improve worker performance.
